Permeable pavers let rain soak through wide, stone-filled joints into an open-graded base instead of running off. They cost about $8–$30+ per square foot (HomeGuide), and if you are replacing lawn with EBMUD's rebate, a new patio has to be permeable, like pavers set in sand (EBMUD).
How permeable pavers work
Standard pavers sit on dense, compacted base rock and shed water off the surface. Permeable systems flip that: the joints are wider and filled with small clean stone chips, and the base is open-graded crushed stone with voids that hold water while it soaks into the soil. HomeGuide describes bases of 6 to 18 in of crushed stone that act as a reservoir, usually with geotextile between layers and edge restraints to hold the field (HomeGuide). On heavy clay that drains slowly, designers often add an underdrain.

C.3 runoff rules on bigger projects
The Contra Costa Clean Water Program's small-project guidance says development projects that create or replace 2,500 sq ft or more of impervious surface (roofs or pavement) must include runoff measures, and lists single-family residences among the project types. Pervious pavement is one of four accepted options, alongside dispersing runoff to landscaping, cisterns or rain barrels, and bioretention (C.3 small projects guide). Your city's planning staff confirm whether a given project triggers it.

- Low spots that puddle, if the soil underneath can take the water or an underdrain is added
Upkeep
Joints clog slowly with leaves and grit. Vacuum sweeping once or twice a year and topping up joint stone every two to three years keeps water moving; HomeGuide estimates $100–$500+ a year and advises against sealing (HomeGuide). Oak leaf litter is a real factor on many local lots.
